This might be a really stupid question. But why is it that when you workout the same muscle on two consecutive days, people say to go less intense on the second day

I always take 30sec-1 minute rests minimum sometimes longer if I am going really heavy it will probably be 1-2minutes

there is also no point to train consecutive because if you train a muscle 2-3 x a week there its just really easy to just have a rest day in between
