There’s no amount of correct time to rest between sets. It all depends on your goals, and how fast you are able to recover between your sets. So it is completely down to the individual

But, if I were to pick, I’d say your friend is closest to being wrong because most people shouldn’t be able to recover in just 30-60 seconds. If you are able to then either you’re training with very low intensity, or you are doing an isolation lift.
60 seconds can suit isolation lifts, but in general for compounds 2 minutes is going to the minimum for most people training at a good intensity. More than 2 minutes is also normal, especially if you’re extremely strong lifting close to 1RM or point of failure. A lot of strength athletes rest 5-10 minutes between their sets lol

one of the challenges i do is paused reps at parallel, past parallel, ATG and then back up to past parallel and then parallel and then lock out at the top again(edited)
